Vulcan! by Kathleen Sky

A fairly well-written book with a someone implausible premise (at least for me) in which the boundaries of the Romulan Neutral Zone are moving from gravitational stresses and the Enterprise must determine if a planet has intelligent life and needs to be protected from the Romulans. The away party includes a female scientist who is highly prejudiced against Vulcans, as one was responsible for the death of her estranged huisband and parents.
Unfortunately, the ending was a bit quick and seriously lacking, and messed with the characterizations of the whole novel.
